What if only 1 cell is available?

Can the Jihadist choose to place it in either Pakistan or India?

If the cell is placed in Pakistan and India is unmarked, is India still tested despite no cell to place there? (No question if India is already marked.)

Playing the card as the text is written I'd say place the cell in Pakistan as its listed first on the card.

Still not sure if the event instructing placement of a cell in India would trigger testing or not if India was unmarked.

Yes, but you cannot remove Cells to place the other.

No. India would only be Tested if a Cell was placed there. (4.9.4, bullet points)
