In our last gaming session a question concerning roads came up. One player believed that roads let you move anywhere using its ability and paying the cost. but to me it seemed roads were ment to be a quick way to get units from where they are back to the cities or from city to city. Please help explain the rule surrounding roads.

The important issue is not so much the "intent", but the rules as to how they work. You only use Roads if you start or end the Movement Action in one of your Cities. That's it. Nothing more.

Just think of it thematically - your civilization has roads in its cities and surrounding hexes. It does not have roads built on the other side of the world.

If only it were true. Should a unit start on the 'road' between two cities it can't use a road bonus unless it ends in one, even if you move through a city. It's the most irritating aspect of road movement for me - disappearing road syndrome.

Think about all the taverns in the city (and possibly other nice places to visit...). Troops at that time were not that well deciplined, so their commandors would not be able to keep them moving through the city at high speed.

Thats why you want to keep your cities 2-3 spaces apart, quicker movement for units when needing to get from one end of your empire to the other.
