Can you bombard an empty planet simply in hopes of meeting two shields and placing a free marine?

Rules, page 9:

"An orbital strike is an attack resolved using ships in one void
area that targets an enemy world."

Rules, page 3:

"An area is enemy to a player if it contains at least
one of an opponent’s units or structures and none of his
own units or structures."

Consequently, no.

I asked myself the same question and came to the conclusion that you can't do this. The orbital strike rules say that enemy planets need to be the target of the orbital strike.

According to this, however, you can bombard a planet with only enemy structures on it, just not a totally empty one.

I'm pretty sure that is true, yes. The 40k races are simply too polite to bomb worlds that are not enemy controlled - it would be the height of bad manners!

Too polite??? They don't like wasting good ammo on an empty planet, they prefer to lay waste on their puny opponents who dare to come into the sights of the mighty fleet! Moehahahahahaaaa
(Maybe I've been playing the Eldar a bit too much )
