...when human can only score up to 15? Wouldnt repeated numbers on the track be better?

Well, since it was dead space anyway, now it allow them to have room for an expansion where players would get an extra 3 towers... who knows?

Or maybe to be able to use it as "The dummy player will always be superior to human players when it comes to Towers".

Well it could be house-ruled (we tried and it works pretty fine):
- The max height tower of 4 tiles is worth 5 points.
- The max number of towers which can be claimed from one Threat is 3.

Thus, the 5-point four-tower is only achievable by winning the army census or beating a monster twice in one city.
But I was wondering why was dummy done this way in the original rules.
