I have been unable to find the rule stating what the AP cost is to move into a marsh hex. Marsh is mentioned in the rules section regarding vehicle immobilization, and one of the Marsh Board Firefights mentions infantry AP cost to enter such a hex. However, I can't locate the general rule for marsh movement. Help?
In the scenarios that came with the Marsh board, it seems to imply the normal is +2AP because on the first scenario there is a special rule "Soviet foot movement in marsh hexes is modified by only +1AP, not +2APs"
This was introduced in Storms of Steel... so it's in those rules.
Marsh is +2APs and armor risks immobilization. In the scenario above, the Soviets get +1AP vs. +2APs (bonus).
Marsh is +1DM for cover.
