Colin its an inbuilt catch up mechanism to prevent a run away leader.
Easily tweaked/house ruled if you dislike it.
Great fun little game.

To be honest we have been fine with the catch up, the coin is a subtle one really because the beneficiary still needs to outwit opponents on the price setting/making their tiles a desirable cost ( that way if an opponent purchasers one of your tiles you get the price you set back to you and the price they pay) so really the catch up money is not as big a deal as you may think, there is a small invisible tech tree to process that into a tile on the island .
