Was hoping this was a Breaking Bad themed deck or session...

Anyway, to your question: You do not have to match the strength (nor do you even have to have a breaker). You are not using anything to interact with the ICE, just yourself and the ICE's ability.

Nope, no strength matching needed. With Bioroids you don't even need programs, all you need is clicks. If you run on click 1 then you have three to use, if you run on click 4 you have no clicks to use.

Hope that helps.

Love the Breaking Bad idea...that would be a fun theme to try to achieve in a deck

You only need to match strenght when you use an Icebreaker to interact with the Ice. When you use clicks to break bioroids, or D4v1d to break strong ICE you do not have to worry about strenght, because neither of those are Icebreakers.

Even if you did have to match strength, which you don't, the ability is on the ICE itself, and a piece of ICE will always match strength with itself.

Porous ≠ weak. Bioroids, even when click-broken, are taxing to get through. Not all ICE is designed to be a perfect 'end the run'.

Eli 1.0 is without question one of the best ice in the game. Ichi sees a lot of play. Even Markus is worth splashing in RP.
Bioroid ice is not about hard-stopping the runner, but making the Runs taxing enough to open up scoring opportunitys.

Your statement is plain wrong. You should play more matches before making short sighted assumptions.
