No, there will be no rules for determining which combination gets which. This is determined by peer pressure in accordance to the bylaws of a constitution overseen by a quorum consisting of a drill sergeant, a nutritionist, a lifeguard, and a Chess AI. Bribes will be considered. There's a dance off, and an appeal process for divine intervention. But none of the procedures and processes that will be used to determine which combination gets which will be "rules" per se. It's all more a matter of custom than anything else. In the end, the mayor usually just flips a coin.

I hope the rule book isn't 504 pages long.

Technically it will have 504 pages of unique information. However, they've already stated that the rulebook will be spiral-bound with three sections (top, middle, bottom) that correspond to each module. You just flip to the appropriate page for each section and you get a single page instruction sheet for your chosen game.

Technically IIRC there will be general manual of rules independent from the chosen world AND book of worlds. which you can open in 9 places independly in each section - and rules for each module are on 2 pages.
So Technically book of Worlds is 18 pages(relevant) or 1008 pages - not 504.
