Is there any way for the US to change an adversary, if they are not under Islamic Rule?

Almost no way, there is one card 'Back Channel' that can shift a country from Adversary but no others I can think of.

There are a couple that are also country-specific, like Musharaf and Former Soviet Union.

Adversary countries are attractive to the Jihadists because the U.S. can do nothing there. However, if a Major Jihad fails, the country shifts to Neutral. Then the U.S. can do something.

There is also "Covert Action". Shifts an adversary country to neutral on a roll of 4-6.

There are quite a few, actually. In addition to those two, there is also Kemalist Republic, King Abdullah, Saleh, and Darfur. And I think Libyan Deal, though I'm not 100% sure off the top of my head.

On a roll 4-6, it will move to Neutral, not Poor Neutral. It keeps the same governance. For IR see Islamist Rule, can it become a neutral country?.
