Para 44.3 says "Shellholes have no special effects on infantry movement..." which would make me assume that entering a road with shellholes from another road would cost 1/2 MF. But the QRDC shows shellholes costing 1MF.

In the extensive Q&A doesn't appear an special statement referring 44.3, but previously (in Movement) is written:

5.54 Is a shellhole/road hex considered open ground for purposes of infantry movement such that infantry entering such a hex along a road pays 1 MF rather than 1 1/2 ?
A. Yes, but the terrain effects remain cumulative for vehicles. In addition, units leaving the hex along the road hexside could do so at the road movement rate. {14.5-34}

Yes, that's pretty unfortunate wording.
If you go back to the movement section, you'll see that 5.5 outlines the cost for shellholes. Shellholes essentially negate road movement when entering the hex. 5.54 (to which the above Q&A refers) defines this for infantry.
