Is reserve artillery fire considered ranged fire for determining terrain effects?

Yes. The procedure is called: "Reserve Artillery Ranged Combat." (p.22) The first bullet point describing Reserve Artillery on p.21 even says that ranged combat is the only kind of combat that Reserve Artillery can perform.

Consulting the various Terrain descriptions, beginning on p.30, will tell you how terrain effects for each type are applied when conducting ranged combat.

However, you can negate all terrain effects of the On Target hex by rolling triples/three-of-a-kind or better on your Reserve Artillery targeting dice roll.
