The rules book says they go back to your hand, but it says nothing about not being discarded at the start of the next round

I can only imagine they are meant to return to your hand, not be discarded next round, and then you draw 5 more, so they don't 'quit' until you win a skirmish

Yes. They persist into the next round. You still draw 5 cards in addition to any number of Hardy Scavs in your hand.

Yes. They persist into the next round. You still draw 5 cards in addition to any number of Hardy Scavs in your hand.
So after a couple of rounds of drawing more Hardy Scavengers and still losing the Skirmish, you could in theory end up with a hand of 11+ cards, correct?

11+ hand of cards that don't do much, yeah.

A tool heavy build would work well, allowing them to dig really hard, though once you use them for that their gone

a handful of Hardy Scavengers led by a Provocateur is pretty powerful in fights...as long as he isn't sniped!

Their true value is in sticking around in your hand, not taking up valuable draws of better cards, but still being ready in case you draw tools you can't use.
