Which came first, the phoenix or the flame?

Just curious, but I couldn't find this in the rules, perhaps I missed it, but when there is a fight between monsters and military who attacks first? I assume that the agressor attacks first, if the monster moves in to the military space it gets the first attack roll and if the military initiates the battle they attack first. Is this correct? In the one example in the book the monster attacks first, but I assume this is only because he initiated the attack not because the monster ALWAYS attacks first. Thanks in advance.

The Monster always attacks first, in each of the two rounds of the battle (page 7 of the rukebook, second paragraph of the Fight column). The missile launchers from the army, though, have the special ability to attack before the monster in the first round of the attack (and again in their attack phase of the first and second round if they have survived to do so)

Yup, the monster always attacks first. This is why it's absolutely critical to attack monsters with at least 3 military units (and preferably more), otherwise monsters will just swat them away without effect.
