I'm thinking about things like score tracking and tracking other things. They have no impact on how the game plays but could affect how people feel/coolness factor. Is that the designer or publisher's responsibility?

I have (what I think is) a cool idea for tracking a player's data (akin to the trackers in King of Tokyo/NY). I don't have the skills to me it look awesome but I could probably do something to get the idea across. Should I bother, or is this the type of thing where manufacturing costs would drive the decision, hence it would be up to the publisher.

When it comes down to it, that choice is going to be the publisher's. That said, many publishers take into consideration the designer's input, especially if your play testing showed that this kind of data tracker is necessary.

Baring in mind that some players do not like scores or score tracking at all. For some it is even a kill point.

Usually the publisher makes the final decission.
But if the designer has good arguments, it´s quite likely they will follow his suggestion unless other reasons (like astronomic costs) speak against it.
