Arani the Cleric's bonus ability states that "whenever [she] receive[s] any restoration, +1 restoration.

Do the hero restoration value and the location restoration value count as receiving two separate restorations, granting +2; or are these summed first and then received as a single restoration, granting only +1?

It's only one effect that is gaining a bonus from two different sources. So he just gets an overall +1 bonus added to the entire effect.

So just to be sure: this means that Arani effectively gets a +3 restoration bonus over the location bonus when resting, right?

That is correct. Also, remember that the +1 means she gets a +1 Restoration bonus whenever she is restored using any other effect as well.
