Does everyone have to go on a mission at least once or not?

If the alliance (in a 5 or 6 player game) correctly send 2 of their own on the first mission, and then by sheer luck add the third alliance member on the second mission, can they shut out a win if they just keep picking the same 2 or 3 people for the third mission, or is that against the rules?

We also have the situation come up where the score is 2 to 2 and everyone but the second spy has gone on a mission. By forcing everyone to have at least one turn on a mission, the spies would win this situation, whereas the alliance can win if they have deduced who the first spy is.

You don't have to send everyone once! It is not a rule of the game.

Not.

Teams are suggested and approved or rejected. (You know there are spies, why would rules want to guarantee that everyone gets to go on a mission?)

No.

Absolutely. Also, don't say "alliance," say "resistance" or "the rebels." Alliance will confuse people.

No, sometimes players never go on a mission at all in a game. This is what makes voting so important - gaining info on others by seeing how they vote.
