Chad, of course correct me if I am wrong. I believe this is one of the times Chad decided to abstract for the sake of simplicity. It allowed Chad to make the game have a few less rules. Players do not have to deal with details as: is the unit against the fence or on the other side?, then what happens to LoS for each scenario? How about cover?, How about hindrance? and etc.
