Seems optimal path is:
Turn over a planet free 1st turn, because you can't go below 0 military.
turns 1-3 upgrade military to 3 while. If you turned over a 4 planet, attack when military is 2. Otherwise pass and only attack once military is 3.
Buy Interstellar Commerce.
Buy Interstellar Banking and Capital Ships next.
Buy Robot Workers, then the rest.

The only problem with this strategy is if Strike comes up early. Then you're really stuck. But the chances of getting stuck with max metal because you're not able to convert it seem higher.

I agree with your strategy on which techs to buy first.

I do have a question on your military tactic though. The way it is worded, it makes it sound like you are turning over a card and then choosing whether or not to attack.

In MSE, the rule was "You cannot turn over a card and opt to avoid battle."
My question is did this change in Galaxy Command, or am I just misreading the post?
