Does the restriction on loose, unwrapped playing cards apply here? This is a gift for a friend. Just found out about this restriction.

Which restriction? Color me interested...
I guess CCG cards are playing cards as well and I've never heard of singles not being allowed to be received. Why would they?

Afaik that's an USPS rule, because there is no german law forbidding the import of opened sets of playing cards. There once was a tax that could only be applied to complete, wrapped sets, but it was abolished in the early 1980s. Seems like USPS forgot to adapt to the new laws more than 30 years ago.
I would just ignore it.
