Spring is the cruelest season.

After players add steps at the beginning of a new year they are poised to smash you in Spring if they have an early-in-the-alphabet Action card.

Fortunately Spring allows activation of comparatively few units. The average Spring card activates 4.8 units, still enough in the earlier years to overwhelm weak blocks. Summer Action cards activate an average of 7.84 units, and Fall an average of 6.9 units.

So it's wise play to keep a Spring Action card in Hand, expecially an A, B, or C card.

If you don't have a Spring card, it could be a disaster in Spring and Summer. The enemy may get a double move against you with his freshly built-up units. What are the odds of not drawing a Spring card at all in the Production Phase? It depends on how many Action cards you draw:

Action Cards Drawn---Odds of NOT Drawing a Spring Action Card.
1---72.7%
2---52.9%
3---38.4%
4---27.8%
5---20.3%
6---14.8%
7---10.8%

The odds of not drawing a Spring Action card may be even higher, if your opponents are hoarding a few themselves.

So if you don't have a Spring card, there's a good chance you won't draw one in the Production Phase.

Compared to 15 in Spring and 15 in Fall, there are 25 Summer cards, so the odds of being without a Summer card are much lower:

Action Cards Drawn---Odds of NOT Drawing a Summer Action Card.
1---54.54%
2---29.75%
3---16.23%
4---8.8%

Maxim: keep in Hand a few Spring Action cards, especially the early alphabet ones.
