The rules state you can play as many layoffs as you want during a turn, does this mean any number in just one colour, or can you play multiple evidence cards of different colours? For instance could I play an orange meld, then play another evidence card of a different colour off my opponents meld?

Also, can I play evidence cards, play a Gavel, then play more evidence cards? Reason I ask is I played a meld, then played Ripper Strikes which drew me a victim drawing me two more evidence cards, which I wanted to play off an opponents meld, is this legal?

You can play as many melds and layoffs as you want, in any order you want. You could even layoff the same color multiple times.

I don't recall if Ripper Strikes is a gavel but you can only play one gavel per turn unless specifically directed to do more.
