I really like the card play in Koryŏ and Chosŏn. Are there any other games that are similar?

Weirdly enough, Red7 gave me a little of the same vibe, although not as thematic obviously. It does have some of the single-hand management feel if you don't use the optional/advanced rules allowing you to draw cards.

Also look at Condottiere,Eggs and Empires and Iliad.

I'm not sure but I'm eagerly awaiting responses. I quite enjoy Koryŏ and will try Chosŏn soon I hope. I just wish I could get them to the table more aften as 3-4 is a difficult number for me for shorter games.

Guildhall, Guildhall: Job Faire, and the Guildhall variant found in the AEG Black Box reminded me of Koryo. Or rather, the simpler Koryo reminded of them.

Interesting. I have a copy of Lords of Scotland... guess I'm going to have to give it a more serious go.
