As T&T plays quickly, it will not take long to play three games, letting each player play each Faction once, or to play six games--three factorial-- (3!) -- so that all six possible Player/Faction combinations are played.

One could count a win as a win, and all wins as of equal worth. But is squeaking out a win on Victory Points or the A-Bomb the same as a crushing Military Victory? And are all Military Victories equally crushing? No and no.

A-Bomb win: 1 Tournament VP (TVP).

Economic Victory by fewer than 10 VP over nearest Rival: 1 TVP.

Economic Victory of 10 VP or more over nearest Rival: 2 TVP.

Military Victory, but each Rival controls one of your Capitals: 1/2 TVP.

Military Victory, but a Rival controls one of your Capitals: 1 TVP.

Military Victory, none of your Capitals is controlled by a Rival: 2 TVP.

Military Victory, none of your Capitals is controlled by a Rival, and one of the two Rival capitals you control is a Main Capital: 3 VP.

TVP for A-Bomb and Economic Victory may be combined. Example: you finish the Bomb and you are ahead by ten or more VP, you win 1 + 2 = 3 TVP.

A Runner-Up, determined by Victory Points, receives 1/2 TVP. A Faction not in control of its own Great Power Main Capital cannot collect the Runner-Up's 1/2 TVP; the other Rival, if he controls his own Great Power Main Capital, is then the Runner-Up. If neither possible Runner-up controls his G.P. Main Capital, neither receives the 1/2 TVP for being Runner-Up.

The conqueror of Moscow, Berlin or Washington collects those capitals' respective Faction's VPs for any A-Bomb steps completed. A Faction cannot complete the A-Bomb without control of the appropriate capital above.

Historical outcome: West controls Rome and Ruhr for 2 TVP. USSR is Runner-Up for 1/2 TVP.

I personally prefer a simpler system of Minor and Major victories, worth 1-2 points

Any victory in which which you do not control one of your capitals: 1 point
Economic victory by less than 5 points over nearest rival: 1 point
Atomic victory, Economic victory of 5 points or more over nearest rival, military victory holding home capitals: 2 points

Is there an official tournament scenario or format?

Interesting idea, Michael, regarding Tournament Victory Points.

How about this?

9 TVP: Atomic Victory, Economic Victory (25 points), Military Victory
6 TVP: Economic Hegemony by 5 points or more
4 TVP: Economic Hegemony by less than 5 points
3 TVP: Economic Hegemony by 0 points (tied)
2 TVP: Surviving to the end of the game in second or third place
1 TVP: Any other result in which you play to the end of the game
-1TVP: From the above if you don’t control one of your capitals

Of course, this hasn't been tried, so it's probably best to stick with

1 TVP: Winning
1/2 TVP: Tied Economic Hegemony
