What scale are the rules written for? Or can they be used for any sized figures?

28mm is the standard (as that is the line that Warlord Games sells). However, 15mm may be more to your taste, particularly with the range model used for most weapons.

Whatever scale you have miniatures and terrain for, that's the one. We use "20mm" with no measurement changes and it works just great!

When I first got into this game, I went with the 28mm scale, but
wish I had bought 20mm (1:72) scale models instead to gain a lot
more models, terrain, etc, for my money.

I always buy 2 armies for all wargames I play, that way friends
and family that visit can have a game at the house or clubs I
play at without worrying about needing models ... Walts

Some even play Bolt Action with Flames of War figures (15mm).
