When the first player starts the last round does he send his ships out? If he does he won't be able to get them back because he won't have another turn. Is that right?

Correct. The only reason to send out ships on the last turn is to outbid someone who is later than you in turn order, just to deny them their goods. Whether this action is worth the coins (and dirty looks) is up to you.

I always try to block my strongest opponent on the last turn. The point of the game is to win right?

Doesn't this basically negate the last person's chance to win? especially in a four or five player game, somebody is going to block you. Seems like a massive advantage to the first and second player, who have no one or only one person who might mess with them.

Not really. That is essentially a much weaker move than doing the same thing on any round other than the last. You still have to commit more money than the person you are trying to block and there is no payoff or getting that money back.
