Subject: varied resource production rss

Im working on thei civ game, and it uses cards for terrain (not realy important) there are 3 difrent rescources. production,wealth and growth/population you get difrent combinatiotns of these resources from diffrent terrain. eg. mountains produce 1 production and 1 wealth (mineral value) but the thing is that I need to find a way to vary teh producution so that it forces trade.

things I thought of
catan style: roll a dice see what matches and collect resouces
another idea:use a rondel like antike

but all this is besicly theft I need to get the varied production some how wich hasant been done.

any ideas?

maybe make it hard to produce resources or make some resources scarse.
