Given an edge case where this matters, in what order do players perform this step? Eg. according to repulse track order? Or the usual clockwise-from-lowest-numbered-homeworld?

Normal tie-breaker would apply. However, these edge cases rarely happen in practice.

First, the repulse step has no decisions (since temp military can't be used). Second, the case where multiple players' decisions to either defend or lose vs. their individual invasions is meaningful requires that the invasion strengths fall in just the right ranges compared to players' temporary military options *and* that all players without such decisions are failing to defend. In all other cases, invasion decisions can be done simultaneously.

Typically, it's the Produce phase where, near game end, players sometimes want to see how many contributions and what repairs earlier player have made before making their own decisions, as this can affect whether or not the Xenos will be repulsed. The normal tie-breaking procedure is used there as well (see page 7, 3rd paragraph).
