That's how I've been playing it. Since I generally have everything on the board as fast as possible (which is how I usually lose, too many units on the board), by the time they start coming off, would be hard to get them back on anyway given how PP shrinks with each turn.

Both I'm pretty sure. Would have to look through my notes for details, it's been a few months since I've had it out.

I came here looking for the answer.

They come from the pool or the board. By turn 12, they are all gone. They have to be pulled from the board some time because it says in the victory conditions that by turn 16 all of the U.S. units are gone. Plus, historically, it lines up with the American withdrawal.
