Can I use the recurring credits from the card The Toolbox to boost the strength of Crypsis each turn?
Also, can Crypsis be boosted outside of a run?

Yes, you can use Toolbox to boost Crypsis.

Yes, you can boost Crypsis outside of a run, but there's rarely a good reason to do so - icebreakers only retain their strength boost for the length of the encounter with any ICE unless the card says otherwise.

There's a corner case argument for Nasir boosting Crypsis outside of an encounter, but he's more likely going to want to pre-pump breakers like Gordian Blade and Inti that keep their strength the whole way.

Why would even Nasir bother pumping Crypsis outside of an encounter though? He's going to lose the credits regardless, and he gains nothing by spending them on Crypsis (as Crypsis outside an encounter immediately resets to base Str). I don't really see the benefit here.
