There would have been many new cards, not just dupes.

Not speaking FOR Matt here, mind you, but keep in mind the pack is designed to BE a pack shuffled in with a lot of cards, none of which have Time Travel on them. If Legion were a big box I imagine few to none of the existing cards would have had duplicates. They're REALLY good cards in the pack, some of the most powerful imo.
