But Mars orbit to Mars shows the cloud re-entry icon (fly by to Mars does as well).

I thought the rules said only capsules could do re-entry.

The reentry hazard applies only to capsules; all other components ignore it.

Just to be clear, are you asking about:
1) performing a maneuver that puts a spacecraft on Mars, or
2) completing the Mars Lander mission?

Going to Mars
If you're asking about how to put a spacecraft on Mars, there are a few things you need to know:
- A spacecraft can be made of any components at all. The only restriction is that all astronauts need seats in capsules.
- The re-entry hazard causes capsules to burn up. (Some capsules can survive this hazard using the Re-entry advancement.) This hazard has no effect on anything else.
- The landing hazard and the Mars hazard affect your spacecraft the same regardless of what components are on board.

In other words, capsules may burn up, but every other kind of component can land on Mars.

Mars Lander Mission
If you're asking about how to complete the Mars Lander mission, let's start by looking at the mission card. It says "Working Probe/Capsule on Mars". That means you'll need to get a probe or a capsule to the surface of Mars, and that probe/capsule will need to be undamaged.
