...is it a new/unique mechanic/mechanism?
Or has some other game a similar solution for 2-player-"drafting"?

Cheops (1998) uses a pyramid scheme (so to speak) which is interestingly similar. You're removing scarabs instead of cards from the bottom up.

Besides the "2 below must already be done" physical progression, there is an additional restriction: you replace the selected scarab with a tile from your hand, of which there are 4 types, and a tile cannot be adjacent to another tile of the same type.

Sheep and thief also have draft and plays well with 2 players but is more on the filler side

Pyramid layout is the worse part of the game. It's better to use simple Splendor layout.
