One issue I have here is Uranium: on the regular maps people don't buy this for the first few turns. This variant would keep nuclear power expensive for a long time!
One possibility would be to not go over/under the maximum that would ever happen. e.g. in a 6 player game Uranium will only be 2 or 3 no matter what.
I don't know if I would do this as I like how the market works now, but that might work better to not over-adjust. It seems like by itself it would over-benefit a player who already has no competition for a resource, slightly benefit markets that are shared, and make new plants with unused markets less attractive as the resources would stay more expensive. My suggestion might mitigate the negative, but it still seems to over-benefit the lone user who already has a benefit by being alone.
