Hi!
Yesterday I had a look at all the material in "Samll City" and I wondered about one thing that was not really covered in the rules:
What is the meaning of the black dots on one side of the factory tiles?
And when are we supposed to flip the factory tiles to the other side during the game? What is the starting side?

Yes, that has tricked my perception multiple times, and has tricked every single person I've taught. I guess the black of the chimney holes is just a bit too dark, and makes it look like superimposed information.

Sometimes I even remember to preempt the question by saying, "and those are not black dots; they are the tops of the chimneys."

"OHHH! I was just going to ask that."

This should be removed from future printings as it has caused a lot of confusion from everyone who has played it. It looks like a dot which means something.

I think just toning it down a little from such a dark color would make all the difference.
