Am I seeing this correctly?

Has Kosmos finally relented and realized there is a market for games in English speaking countries?

Will it be widely available?

Yes, in December 2015 (approximately)

I'm skeptical that there was doubt that a market existed, as much as the various complications in licensing, distribution, and marketing (particularly considering overall business plans).

Anyway, BGG News previously covered the release of some Kosmos games more directly. Perhaps most notably Andor returns in 2016 with expansions.

Well, the 2015 Kahuna is now in many stores, including Target. I doubt Steam Time will appear in Target, but it seems likely to be available at many stores, particularly if people ask for it.

Andor and expansions are November 2015. (journey to the north 2016)
