Does it reduce the cost of the first region your civilisation conquers on the board? We played that it didn't because that wasn't "expansion".
A civ's special abilities are valid from the moment you begin playing with the civ, so that includes the first province you enter. That too is 'expansion'.
It seemed pretty strong after that, with a reduction of 1 for expanding anywhere. Are there some limitations we were not considering?
The red number is only at 3, which means you won't get many discs to play with. People might want to 'buy' a civ with weapons when it's still far to the right on the selection row. People might have strong defenses owing to different abilities. Weapons on their own are really not all that special or strong.
