So the rule about the quarantine markers says that you can remove a quarantine marker to prevent placing disease tokens in the city. On the Quarantine Specialist it says quarantine markers are never removed from a city she is in. We're having a bit of a debate on how to interpret this. Is it...

1. You can't remove the Q marker from the city she is in, therefore you can never prevent putting the disease tokens in her city (this seems to be the literal interpretation of what's written)?

or...

2. You prevent the disease tokens but get to keep the Q marker there (this seems to more closely resemble the Quarantine Specialist in the original Pandemic and seems more thematic)?

After much discussion we went with #2 (partly because we needed all the help we could get) but before we go further, I'm wondering how we should be playing this.

We went with Option 2 too. Option 1 seems harsh and against the theme of what the character is supposed to be doing. As an added bonus, having her stand on a quarantine marker in a city with three cubes can prevent her from taking a Scar if the city would otherwise Outbreak.

Completely agree that 2 is the better interpretation. It has to be a positive power, not a liability--otherwise the character would be terrible, even with the place at range once per turn power. Plus, it's so, so satisfying to prevent cubes from being placed at all.

The QS makes the city she's in (if it has a quarentine marker) immune to disease cubes until she moves out. Additionally, while she's there, you don't remove the quarentine marker if that city is draw in outbreaks.

Where do you place the Quarantine instruction sticker that explains the quarantine rule? It is a peel off sticker but there didn't seem to be any directions as to where to put it. Does it go in the upper left box on the game board?

What number/letter was it? It should go in the Rules manual in the spot matching that flap you opened. Moving forward then all the rules will be in the rulebook.
