A lot of the event cards refer to weakest / strongest civilizations. Is that stat purely based on the civ's military strength or is it based on the culture?

If equal in strength in a two player game....the person who's turn it currently is considered strongest.

And just for completionists sake, here's a handy guide:

For breaking ties among any number of players when...

EVALUATING STRONGEST:
-Is the current player among the players tied for strongest?
--Yes: The current player is the strongest player
--No: The next player in turn order after the starting player who is among the tied players is the strongest player.

EVALUATING WEAKEST:
-The first player before the current player in reverse turn order who is among the players tied for weakest is considered weakest.
