If your score is the lower of your two cities, won't there usually be two people who have the same score?

That only happens if these players each have higher scoring cities as well, and those cities would van to tie for first place in order for both of them to be discounted.
Seems unlikely to me.

There will always be two people with the same score: the lowest score, since they share that city.

There is often also a tie for the best score, though it is not guaranteed. In this case you compare the higher of your cities. Don't think of this as a tiebreaker, really: it is part of your score, just a less-important part of it than your lower city is.

Ties for first place (before considering the tied players second cities) are fairly rare. The actual odds for each player count are calculated here:
