According to the rules on Page 8/9, a Target is only visible if his Target Level is greater than his Cover level. The exception given is a Crouching figure behind 1/2 Cover and a Prone figure behind 0 Cover. In that case a Spotting roll has to be made. Thus a Standing figure [Level 1] behind a full wall or full hedge {level 1] cannot be seen and therefore cannot be fired at.

Yet the diagram on Page 9 shows the latter situation giving -3 Fire modifier. Is this a mistake?

This rule should be extended to any case in which soldier stance equals the height of a barrier, that's why the level 1 barrier is included in the diagram.
