People have asked for hydropower rules. People have complained the wind plants are too wimpy for their high numbers. I have a solution. coolcool cool


1) Three cities are designated hydropower cities: Portland, Las Vegas, and Buffalo (or whatever).
2) It costs €5 extra to build in a hydro city (whether or not you have a hydro plant).
3) If a player has a hydro city and a wind plant, the wind plant becomes a hydro plant. If a player has two hydro cities and two wind plants they both become hydro plants. If a player has three hydro cities and three wind plants they all become hydro plants.
4) A hydro plant powers one extra city (plant 13 powers 2, plant 18 powers 3, etc).
5) Hydro plant status is determined on the fly in phase 5. The plant may be bought before or after the city, and the city may have counted toward a different plant in a prior turn.
