These should be noted as secret simultaneous decisions but aren't.

All of these are supposed to be used at the same time but declaring use of the IPG disadvantages the Vudar player.

An IPG under ionic wave mode will hit all seekers in range 0 - 2. Any ADD or rear plasma equipped ship near the Vudar ship which is about to be hit by seeking weapons would want to wait and hear if the Vudar ship is firing its IPG. Since the IPG will damage all nearby seekers there may be no need for the other ship to fire their own defensive systems preserving ammo and/or energy. This is definitely true for any drone / shuttle with a health of one as this is guaranteed to be destroyed by the IPG. Knowing a drone is to be damaged by IPG reduces or eliminates the need to hit it with ADD or plasma torp as a damaged drone is guaranteed to be destroyed by any later close range ph-3 fire since that does minimum 3 damage at ranges 0 and 1 and damaged drones have at most 3 health.

One wonders if the designer simply overlooked this interaction when throwing around additional systems to be used at the same time as ADD.

I know they're not the same game however, you could consult SFB to find out who has to declare 1st.
Or, until situation is resolved, you could just roll a die to see who has to declare 1st.
