In rules it said that you can rotate room 90 degrees any direction, but can I put upside down (180 degrees relatively starting room)?

Yes. You can turn each room any which way round you like. You don't even need to start with the initial room the "right" way up.

Think of it this way: The rules don't limit you to how many times you can rotate the room, do they? So, "Yes", you can put it upside down.

I think what the rules are trying to say is that rooms can be placed only at 90 degree angles (90, 180, 270, 360).

Since the opposite sides are reversed (one has a door at the top, the other at the bottom), the only reason to play with the foyer upside down is if you're feeling non-conformist.

But why then there are same tiles with same bonuses just different entrance? And the become same if you rotate them 180 degrees, what's the point of that? The same with starting rooms - they have two sides (which makes sense to this if you cannot rotate rooms 180 degrees)

Also on the rulebook image of castle no one room is 180 degrees relatively the starting tile)))
Exception is the image on back of the box))) one room there is upside-down)))

You definitely can rotate the rooms 180 degrees. The rules would say explicitly if you couldn't, it would be such a significant rule.

That's only so you won't have to have the image in the foyer upside down. The foyer doesn't need a backside, so they had an extra side to play with. The regular rooms need a backside, so the same is not possible with them... :-)
