If I am Tribal with a mature Firestarter, in Phase 2 can I use the cost free elder promotion to put one hunter on each Elder space and they would be mature immediately?

Making it bigger question:
Can I assign more than 1 hunter to be elders, and more than 1 hunter to be husband?
I tried, it looked smart, and next turn elders died because I had too many dependent. So I guess is possible.

Each daughter can only have one husband, and you can only have one of each type of elder.

What if I have an immature elder (any that aren't Firestarter) and then I mature a Firestarter. On the next turn can that Firestarter give the other elder a free promotion? Or since he started without the Firestarter, you'll have to hunt or use some other action to mature him?
