I think theocracy effect as printed is just too powerful. Has anyone tried to make it cancel reduction effect for two commodities EACH city?

It surely is very powerful.

However, it is rarely bought early in the game.

For 80 trade points there are many other options. Especially the 5+5 credits makes the card less attractive compared to all 10+5 credit advances.

so... It is a choice for players to purchase the card, and then be very defensive against iconoclasm.

Believe me... I've seen a lot of games where people are full of regret when they are struck by I&H and say "Damn, I should have bought Theocracy earlier, but I didn't"

2 cards per city is too hard to do, and makes this card too weak.

Plus I think people might overestimate how rare Iconoclasm comes out. The eight stack empties much slower in megaciv.

I&H is a tradeable lvl 8 calamity. It has to be hard. Moreover, the backdraw of Monotheism barely exists.

In the games we've played, almost 100% of the secondary victims are chosen from players holding Monothesim.
