Hello. So I decided to look at the various stats for all the PT cards released so far. It doesn't take into account the various powers that give strength or defense bonuses to other heroes, but I think it gives a good basic idea about the general "power" of the various PT sets.

PT1, 2, 3, 4, 5 are the numbered Pixel Tactics sets
PTDX is Pixel Tactics Deluxe
PTSS is the mini-pak Seven Sisters
PTAU is the mini-pak Argent University
PTPV is the mini-pak Price of Victory
PTFL is the mini-pak Freelancers

A is for printed attack stat.
D is for printed defense stat.
T is for total of attack + defense.
And the numbers at the bottom of each column represent their totals.

Native Interceptors
PT1: 10/25 heroes
PT2: 6/25 heroes
PT3: 12/25 heroes
PT4: 10/25 heroes
PT5: 8/25 heroes
PTDX: 8/25 heroes
PTSS: 0/8 heroes

PTPV: 2/8 heroes

You can see the Total for PT2 is by far the lowest. Interesting, as I remember my friend who I play a lot of PT with said he didn't like PT2 since the first time he played it. He thought all the characters were too weak. But he liked PT3, although not as much as 1. Lo and behold, PT3 has a near identical Attack total as 1; it's in the defense department that it suffers. PT4 is similar to 3, but it's starting to be more focused on defense.
5 and DX, however, get the exact same amount 1 gets, a whopping 201. Was that designed on purpose? Both sets are weaker in the attack stats, compared to 1, but the drift toward more defensive sets continues strongly, seemingly giving you more heroes to use as tanks.

As for the minis, they can't really be compared to the complete sets, as they contain only 8 cards each. In between themselves, though, the Seven Sisters pak and the Price of Victory pak come out on top.

Again, of course, this doesn't consider the powers that otherwise augment attack strength or defense, but it gives a good idea of which sets generally have better heroes. In any case, PT1 heroes sometimes have overwheling powers when placed either in the Vanguard, Flank or Rear, making them even stronger than what the core stats show here. That could be said of any version, of course, but it's especially apparent in PT1.

The Freelancers mini-pak comes with the Pixel Tactics Deluxe box. It's included in it.
