It looks good to me here, but I almost always play games two-player. Is it really that bad with two?

The board is far too big for only two players. Further, the economic system would be rather banal with only two.

I suppose you could experiment with playing 2 (or even 3) colours each, thus simulating a 4 (or 6) player game. That's not a recommendation - I've never tried it myself - just a suggestion to try out if you don't have enough players. The game really shines with 5 or 6 at the table.

With the nations variant you remove all locations not named on your cards from the board so you should have many interactions. That is the rule for 2 and 3 player games and forces fighting between players though I think 4-5 is the sweet spot personally.
