That's an intriguing looking card. Where did that come from?
A promo I would guess.
No idea what it really is, but here's my guess;

The card is The Oracle:
Player last in turn order is given the card. The holder of the card is always able to examine the top (next) card of the draw pile but is not allowed to say anything about it. As soon as this player buys a card they must pass-on The Oracle to the player immediately in front of them in the turn order. If they are the first in turn order, they pass to the last player.

Besides being still available at the BGG Store, that card was a promo in the magazine Spielbox a few years ago.
