There are many faction card abilities that allow you to kill a number of units without attacking. Say an ability lets you kill 1d6 enemy units from a given star.
We ran into a situation in a recent game where someone used an ability and got to pick 3x armies to kill in a given star, and picked 3x territories that only had a single unit each. The game ground to a halt as we tried to figure out is this was allowable and how exactly to deal with empty territories.
Here are my questions:
- Can you use an ability to completely kill all units in a territory?
If you can, here are follow on questions:
- Who 'owns' the now empty territory? No one? the last player to own it? The player who attacked? This is really important as it impacts Reinforcements phase payouts, and potentially end of turn manuevering.
- How does attacking a territory with no defense work? I'm assuming you can just move in freely.

An empty space does not belong to anybody. Less when using an ability to kill the last unit. It simply remains vacant until occupied. For example when you use psionic storm to kill units from different players in a planet.
