Here are some ideas based on the game Rock Paper Scissors. Any suggestions are welcome

Rocks
Theme: They make bases harder to break for other players.
Note: Most of their minions work like monsters from Smash Up: Munchkin, adding their power to a base's breakpoint, but when they do, they don't count toward your total power.

Minions:
Brick Wall (4) Power 2 - Ongoing: This minion has +1 power for each other Brick Wall here. During other players' turns, this minion adds its power to the breakpoint of this base instead of your total power.
Dashing Boulder (3) Power 3 - Talent: Move this minion to another base. You may destroy a minion with less power there. If you do, place a +1 power counter on this minion.
Armored Cement (2) Power 4 - Talent: Transfer an action played here to another base or from another base to here. Ongoing: During other players' turns, this minion adds its power to the breakpoint of this base instead of your total power.
Rock Giant (1) Power 5 - Talent: Until the start of your next turn, all your minions here add their powers to the breakpoint of this base instead of your total power.

Actions:
Rock & Roll (1) - Move one of your minions to another base. You may destroy a minion there with less power than yours.
Giant Ominous Mountain (1) - Play on a base. Ongoing: This base has +5 breakpoint. Talent: If you have a minion here, transfer this action to another base.
Total Petrification (1) - Play on a minion. Ongoing: This minion is not affected by other players' cards. This action cannot be destroyed by other players' cards.
Underground Passage (1) - Play on a base. Talent: Move one of your minions here to another base or from another base to here.
Hole in the Ground (1) - Play on a base. Ongoing: On your turn, this base has -1 breakpoint for each of your minions here.
Split Rock (2) - Special: Play before a base scores. Your minions there that add their power to its breakpoint count towards your total power there.
Rock Shell (2) - Play on your minion. Ongoing: This action cannot be destroyed by other players' cards. During other players' turns, this minion adds its power to this base's breakpoint instead of your total power.
Rock Trap (1) - Play on a base. Ongoing: When this base scores, your minions here that add their power to its breakpoint count towards your total power here.

Bases:
Death Mountain 16 4-2-1 - This base has +2 breakpoint for each minion here.
Slippery Slope 20 4-3-1 - Before this base scores, each player must move one of their minions here to another base.

Papers
Theme: They wrap around cards (minions or bases), reducing their power/breakpoint or cancelling their ability.

Minions (I replaced their power-4 minion by the action Floating Sheet which can be equivalent to a power-4 minion when attached to a base, just to try):
Wrapper (4) Power 2 - Ongoing: After this minion is destroyed, you may play an extra action on a minion here. Special: After another player plays or moves a minion here, you may destroy this minion.
Page Turner (3) Power 3 - Talent: Transfer an action here to a minion here if it can be attached to it OR transfer an action on a minion here to this base if it can be attached to it.
Paper Lord (1) Power 5 - Talent: Transfer one of your actions to another card it can be attached to.

Actions:
Floating Sheet (2) - Play on a base or a minion. Ongoing: While this card is on a minion, cancel that minion's ability. While it's on a base, you get +4 total power there.
Paper Plane (1) - Play on a base or a minion. Talent: If this card is on a minion, move this minion to another base. If this card is on a base, transfer this card and another action here to another base.
Assault and Paper (1) - Transfer any number of your actions to other cards they can be attached to. Special: Before a base scores, you may play this card.
Ow! Papercut! (1) - Play on a minion. Ongoing: This minion has -1 power for each of your actions on it. When its power is 0, destroy this minion.
Mummified (2) - Play on a minion. Ongoing: Its owner's other minions here have -1 power. Talent: Move this minion to another base.
Paper Charm (2) - Play on a base or a minion. Ongoing: Cancel the ability of the card this action is attached to.
Toilet Papering (1) - Play on a base or a minion. Ongoing: While this card is on a minion, this minion adds no power to this base. If it's on a base at the start of your turn, reduce its breakpoint to 0.
It's a Wrap! (1) - Play on a base or a minion. Ongoing: While this card is on a minion, this minion has -2 power. While it's on a base, this base has -2 breakpoint.
Paper Shield (1) - Play on a base or a minion. Ongoing: Cancel the abilities of all other players' actions on the card this action is attached to.

Bases:
Paper Factory 19 3-2-1 - After the first time you play an action either here or on a minion here, you may play an extra action on a minion or on a base, respectively.
Recycle Bin 18 3-2-2 - After this base scores, the winner may place an action from their discard pile on top of their deck in any order for each of their actions here and on minions here.

Scissors
Theme: They like cutting off actions from minions and separating groups of minions.

Minions:
Slicer (4) Power 2 - Ongoing: After an action on a minion here is destroyed, place a +1 power counter on this minion.
Block Chopper (3) Power 3 - If another player has two or more minions here, you may move two of them to two different bases.
Homing Trimmer (2) Power 4 - Talent: Move this minion to a base with an action played on a minion there. You may destroy that action.
Mighty Scissors (1) Power 5 - You may destroy an action played on a minion here. Talent: Shuffle an action from your discard pile into your deck OR move another player's minion here to another base.

Actions:
Double-edged Scissors (2) - Play on a minion. Ongoing: After this action is destroyed, if this minion's power is 3 or less, destroy this minion. Talent: Transfer this action to another minion.
Running with Scissors (1) - Play on a minion. Talent: Choose an action on a minion on another base. Move this minion there. You may destroy the chosen action.
Slicing the Knot (1) - If another player has two minions or more on a base, move two of them to two different bases.
Chopped (1) - Play an extra minion. You may destroy an action played on another minion there.
Razor-sharp (2) - Play on a minion. Ongoing: After this action is destroyed, place a +1 power counter on one of your minions here.
Off with the Head! (1) - Choose a minion. Destroy any number of actions played on it.
Shear Menace (1) - Play on a minion. Ongoing: Before this base scores, this minion's controller must choose an effect: They give this minion -3 power until the end of the turn OR they move it to another base. Destroy this action.
Blade Sharpening (1) - Shuffle any number of actions from your discard pile into your deck.

Bases:
Cut-throat Cavern 23 4-3-2 - Before this base scores, destroy all actions played on minions here.
Sharpening Plant 21 4-2-1 - After a player destroys an action on a minion here, they may place a +1 power counter on one of their minions here.

I liked the combos, visualized with cheaters and scissors, you already thought about the pictures? In fact adding this and chess and two can put together a box based and table games, for example, a faction based casino with roulette, blackjack .What do you think?

They won't. It has to do with legal standpoints and stuff. While it would be cool to have them officially make a set that has all tabletop games based factions, it will never happen.
